(I'm still not sure what would have been an appropriate answer to CdM's "does almost everyone do this?" question. In terms of personal budgeting, I guess that most of us do do it, but it's hard to say whether the degree of formality/prior planning involved means that sort of thing counts more as belt-tightening rather than budget cutting.
