This effort - '03/'04 should address any queries, but then again, may just serve to confuse and baffle which some might say is the point of the game. OK so we're down to one of the 208 municipalities (aka townships) or possibly one of the 47 towns. Shouldn't take long now.

Township/Commune? The word on the card is "Commune" but I think that is just an equivalent term for "township". As you say, shouldn't take too long.
