To be clear I don't advocate disobedience as a means towards change, but I also don't advocate slavishly following ridiculous regulations laid down by someone else "just because". There has to be a good logical reason, and because "someone else said so" doesn't count.

The credit-checking companies stopped including poll tax debts in credit-worthiness checks, because so many people had debts that it would have made their whole system unworkable. That refusal to pay and the campaigns against it were two sides of a coin - I don't see how you can seperate them out.
